The Request for Development is used to initiate a Formal Solicitation Process, 比如征求建议书. The dollar thresholds which trigger formal solicitation are:

• Architectural, 工程, Photogrammetric Mapping, 运输 Planning, or Land Surveying & 相关服务:25万美元 & 在
• 公共基础建设 & 公共工程:10万美元 & 在

The Request for Formal Development Form provides 采购 & 承包 pertinent information to start the solicitation process including defining a scope of work, establishing solicitation team members and ensuring appropriate department approvals.   

Request For Proposals (RFP) Template

The Request for Proposal solicitation is generally used to procure complex goods, 服务, 个人服务. A Request for Proposal generates proposals indicating how a proposer will meet the needs of the District. This is a flexible method of procuring that is generally used for complex procurements. 建议书评审后, including evaluation of qualifications and price, the highest scoring proposer is awarded a contract. 

Qualifications Based RFP (Division 48) Template

Specifically used for Architectural, 工程, Land Surveying and related 服务, the qualifications based process includes the evaluation of Consultant qualifications to determine a ranking of Consultants for negotiations. Price or a Consultant's cost proposal is not requested until negotiations begin with the highest ranked Consultant. As such, the District is not allowed to evaluate price as part of the Consultant's initial Proposal.

Invitation To Bid (ITB) Template

An Invitation to Bid solicitation is generally used to procure goods. Evaluation is based solely upon price with bidders meeting mandatory requirements. Bidders respond to clear specifications and either provide unit pricing or lump sum bids. The lowest responsive and responsible bidder is awarded a contract.  

Invitation To Bid - Construction (ITBC) Template

For 公共基础建设 在 $100,000, an Invitation to Bid - Construction solicitation is used, except where proper authorization is given for a Request for Proposal. Bidders generally respond to technical specifications and site drawings providing either unit pricing, lump sum bids or a combination of the two as specified in the Invitation to Bid. Bidders are also required to submit responses to verify bidder responsibility. Bids are then evaluated based upon the lowest responsive and responsible total bid.
